The Naval Review was invited to send an observer to the HQ Allied Maritime Command Conference on 10 February 2020. This Conference, which was organised in conjunction with the Dartmouth Centre for Seapower and Strategy, had the aim of bringing together a select group of academics, government officials media practitioners and military leaders to discuss the dynamics of deterrence and its contemporary application at sea as an “academic precursor to military discussions.” In order to encourage free ranging debate, the day operated under ‘Chatham House’ rules.
