By the Editor: This is an experiment. What follows is an attempt to proffer two sides of an argument, in the form of two separate ‘strawman’ papers capped by this introduction. The purpose to ‘prime the pump’ and encourage your response, thoughts, arguments on opportunities presented the Royal Navy today.
