Sir, – I thank Dan Conley (NR 110/3 p. 422) for raising the issue of Putin upending the long- standing consensus about nuclear deterrence doctrine regarding his campaign against Ukraine. Setting aside whether Putin is of sound mind, the response by US-led and controlled NATO suggests that so far his threat has worked. Conley’s question regarding NATO’s options if Putin used a tactical nuclear weapon highlights the credibility crisis for nuclear deterrence.
