Can the military ever be gender neutral?

‘Gender-neutral’ means being “suitable for, applicable to, or common to both male and female genders.”[1] “According to the 2011 Census, women and girls made up 51% of the population of England and Wales, and men and boys made up 49%.”[2] This is not reflected within the British military.
