With the emergence of generative Artificial Intelligence (AI) and rapidly advancing robotic machines of war, history reminds us that acquiring new technology is a necessary, but never sufficient, condition for sustaining sea power. New technology, especially digital, faces rapid obsolescence and spreads across the globe quickly – eventually into the hands of potential adversaries.
