Our correspondent points to excessive regulation of the nuclear submarine force as a contributor to operational limitations.

Sir, – The recently published Nuclear Regularity Review of 2025, delivered by John Fingleton CBE, is highly critical of the UK’s current nuclear regularity framework and laws. The review highlighted three contributory factors resulting in seriously detrimental delays and markedly increased costs within the nuclear ambit. These are risk aversion, priority of process over outcome and lack of incentives aligned to the national interest.
