‘Monarchio’ was one of the jesters at the court of Queen Elizabeth I,  and was readily acknowledged as being ‘a delusional Italian’[1] in his ‘motley’ the multi-coloured coat traditionally worn by clowns and jesters. His antics and comments were such, that were they uttered by any other attendee, their banishment from Court would have demonstrated the Sovereign’s displeasure. I therefore put on the motley to offer random thoughts to those who intend to demonstrate that the keyboard today is mightier than the sword and submit their propositions to the forthcoming Strategic Defence Review.
