The Requirement for Mass It is a truth universally acknowledged that a fleet facing war is in need of mass. At just 28,180 personnel,[1] the combined trained strength of the Royal Navy and Royal Marines is little more than a third of the authorised strength of the RN/RM on the eve of the Falklands War.[2] The First Sea Lord has set out an ambitious programme to advance the RN to a futuristic hybrid navy, comprising both traditional crewed systems and advanced fully autonomous and semi-autonomous systems.[3] This, it is hoped, will allow the RN of 2030 to meet the many (and increasing) demands…
